Current active series count is measured, and the expected count at target scale is calculated.

No label or tag carries an unbounded value (request id, trace id, user id, full URL).

High-cardinality labels are dropped at ingestion, not filtered at query time.

A cardinality limit is configured so a runaway label produces a visible rejection rather than a slow collapse.

Series churn from deploys has been measured, not just steady-state cardinality.

Adding a new label is treated as a reviewed change.
